Starting this January, eligible veterans will be able to obtain a new Oregon Wounded Warrior parking placard. The new placard is the result of Senate Bill 1506 and gives placard holders certain parking benefits.

Who is eligible for the Oregon Wounded Warrior parking placard? 

Oregon veterans who qualify for a disabled parking permit from the Oregon Department of Transportation’s Driver and Motor Vehicles Division (DMV) and have a service-connected disability that is VA-rated at 50% or greater.

What is the placard and what does it do?

The Oregon Wounded Warrior parking placard is a disabled parking placard or decal with the “Oregon Wounded Warrior” sticker affixed to it.

This parking placard exempts the driver from paying fees in public parking areas with metered parking. It also enables veterans to park in time-limited spaces for longer than the posted limit (except in zones that are designated 30 minutes or less.)

There is no fee for the placard, and it will carry the same expiration as the veteran’s driver license.

When will the placard be available?

The placard application will be available online and in DMV field offices starting January 2, 2019 (January 1 is a holiday).

How do I apply for the Oregon Wounded Warrior parking placard?

If you already have a disabled parking placard: 

  1. Fill out Form 735-265, the DMV’s application for a disabled parking permit, which will be revised to include a checkbox for the Wounded Warrior placard.
  2. Submit a copy of your benefit summary letter (also known as the “tax abatement letter”) from the U.S. Department of Veterans’ Affairs, confirming your service-connected disability rating of 50 percent or greater. This is a letter that is mailed annually to all disabled veterans. It comes in a bright green envelope. If you need a copy of this letter, you can log into vets.gov or eBenefits to download a copy immediately, or you may request a copy from your local county veteran service office or VA regional office.

If you do not already have a disabled parking placard: 

  1. Fill out Form 735-265, the DMV’s application for a disabled parking permit, which will be revised to include a checkbox for the Wounded Warrior placard.
  2. Have your physician complete the Certificate of Disability section and sign to confirm that you are eligible for the handicap placard.
  3. Submit a copy of your benefit summary letter.
