The memorial, scheduled to be completed by November 2023, is intended to finally say “welcome home” to a generation of veterans who fought in one of the U.S.’s most divisive wars. Backers of the project say it’ll be inclusive and hope it’ll bring some reconciliation. But first, it needs to clear some hurdles, including raising money.
