Last fall Harry Daughters was closing in on rock bottom. “I was destitute,” he said. His fish market business in downtown Corvallis had failed, his car was stolen, he had a minor stroke and he could no longer afford to pay the $1,300 rent on his three-bedroom house. The U.S. Army veteran was living at Community Outreach Inc., whose programs — particularly for veterans — he strongly praised. But he still wanted his own place.
